It depends on which road your driveway meets. In Iberia Parish the culvert permit comes from the Department of Permits, Planning and Zoning. The parish building permit form points open ditch lots there, at 337-369-4438. Lafayette Parish handles culvert permits in Lafayette through mypermitnow.org or 337-291-5634.
Other parishes route it their own way. Acadia Parish sends culvert questions to its road department at 337-788-8861. If your driveway ties into a state highway, Louisiana DOTD issues the permit. Their access connection form asks for pipe diameter, length and material.
We start by finding the flow line of the ditch. Trenching goes in with a mini excavator, and we check the fall along the run. Set the pipe too high and water dams up behind the drive. If the whole lot holds water, that becomes dirt work and lot grading.
The pipe gets bedded and backfilled so it holds shape under traffic. Rock headwalls go on both ends to hold the bank and keep dirt out of the pipe. Then we grade the approach and top it, or build the whole run as a new gravel driveway. Spoil dirt gets spread on site or hauled off.
Old culverts fail in a few ways. Metal pipe rusts through at the bottom until the road shoulder sags. Plastic pipe gets crushed under a loaded truck. Silt and brush pack the barrel until nothing moves through.
We pull the old pipe and set new pipe at the correct grade. Sizing rules differ by parish. Lafayette's standards set a 15 inch minimum culvert and a 32 foot cap on open ditch driveways. A ditch line grown up in brush gets opened first, which we handle as land clearing along the ditch.
